Project Manager – Capital Delivery (Essex) Temporary Full Time

£450 per day (Umbrella)

12-month contract

We are recruiting an experienced Project Manager to support a large scale capital investment programme within a public sector housing environment. This role is key to delivering a significant programme of refurbishment works to occupied residential properties, part of one of the organisation’s largest capital investment initiatives to date.

Role Overview The successful candidate will manage multiple capital projects, primarily focusing on building envelope works to low rise residential blocks. All schemes have already been tendered and packaged, with works scheduled to commence on site early next year. You will work closely with contractors, internal stakeholders and specialist teams to ensure projects are delivered safely, on time, within budget and to the required quality standards. A dedicated commercial team will provide cost and contract support, allowing you to focus on project delivery. Contractors are competitively tendered and operate outside of partnering arrangements.

Key Responsibilities

• Manage the delivery of capital refurbishment projects to occupied homes.
• Oversee contractor performance on site, ensuring compliance with programme, quality and health & safety standards.
• Act as the key point of contact for stakeholders, residents and internal teams.
• Coordinate project activities from mobilisation through to completion and handover.
• Ensure projects are delivered in line with contract requirements and organisational objectives.

Skills, Knowledge & Experience Required

• Proven experience as a Construction / Capital Project Manager.
• Experience delivering works within the public sector (local authority or housing association).
• Demonstrable experience managing projects in occupied residential environments.
• Strong stakeholder and resident liaison skills.
• Working knowledge and experience of the JCT suite of contracts.
• Sound technical understanding of construction and refurbishment works.
• Confident communicator with well developed people management skills.
• Note: This role is not suitable for candidates with experience solely in new build construction or without prior public sector exposure.

Property Surveyor (Essex) Salary: £36.00 per hour

Immediate start – full time

Duties:

• Carry out pre inspections, building and stock condition surveys to identify defects and future investment requirements, preparing detailed reports, specifications and cost estimates where necessary.
• Ensure all planned, cyclical and responsive repair works are valid, appropriate, value for money and completed within the allocated budget, maintaining contract administration good practice and timely processing of variations.
• Post inspect completed works to ensure quality, compliance with the Schedule of Rates, value for money and statutory compliance, driving performance to meet KPI targets.
• Assist the delivery of internal policies, procedures and agreements, continuously improving the service to achieve value for money and resident satisfaction.
• Follow the client’s Health and Safety policies and procedures, ensuring personal and workplace safety; may be required to undertake specific roles such as Fire Warden or First Aider.

Disrepair Surveyor – East London (Local Authority) We are seeking an experienced Disrepair Surveyor to support the delivery of a high quality, resident focused disrepair service across a large residential housing portfolio. The role will focus on assessing, managing and resolving disrepair and reactive maintenance issues while working closely with repair partners, contractors, consultants and internal teams to ensure all works are delivered to compliance standards, specifications, programmes and budgets.

Key Responsibilities

• Assess and manage disrepair cases across the housing portfolio, ensuring timely and compliant resolution.
• Carry out frequent site visits to inspect works and monitor contractor performance.
• Ensure contractors and partner agencies deliver work to agreed standards, specifications, schedules and costs.
• Maintain accurate digital records and produce clear, professional reports following inspections and site visits.
• Update asset management and property databases with inspection findings and outcomes.
• Adopt a strong resident focused approach, ensuring clear communication and effective liaison with tenants.
• Collaborate with Building Safety Operations and Building Safety Compliance teams to ensure homes are safe and meet regulatory requirements.

Knowledge, Skills & Experience

• Proven experience producing clear and detailed technical reports.
• Strong understanding of Awaab’s Law, including statutory timescales.
• Experience administering building and partnering contracts.
• Background in residential building surveying.
• Experience undertaking Stock Condition Surveys.
• Strong knowledge and application of HHSRS assessments.
• Demonstrable experience liaising directly with residents and stakeholders.
• Working knowledge of Asbestos Regulations.
• Sound understanding of housing legislation and regulations relating to repairs and maintenance.
• Ability to apply Health & Safety, customer care, and communication policies effectively.
• IT literate, with strong working knowledge of Microsoft Word and Excel.
• Excellent written communication and report writing skills.

Contracts Manager – Capital Works (Essex) Salary: £65,000 – £70,000 per annum

We are seeking an experienced Contracts Manager to lead and oversee operational delivery across multiple work streams. This role involves managing teams and contractors, ensuring high quality service delivery, maintaining strong financial control and meeting all contractual and performance requirements.

Key Responsibilities

• Provide full managerial leadership across allocated work areas, including supervision of contractors and operational teams.
• Plan, schedule, and resource all works to ensure they are delivered within contractual timeframes.
• Ensure materials, information, and equipment are available to teams ahead of delivery deadlines.
• Conduct site inspections, investigations, and prepare reports with recommendations for improvement.
• Maintain high standards of work quality, safety and customer service at all times.
• Take overall responsibility for financial performance, ensuring profitability targets are achieved annually.
• Monitor operational and financial metrics, identifying issues and taking corrective action where necessary.
• Ensure timely invoicing of completed works and maximise income opportunities.
• Support continuous improvement and income generation initiatives within designated service areas.

People Management

• Lead, mentor, and support staff to ensure performance, behaviour, and conduct meet organisational expectations.
• Carry out performance appraisals, return to work interviews, attendance monitoring, and where necessary, formal disciplinary processes.
• Provide flexible cover across the contract as needed, including deputising up or down the line.
• Support staff development and encourage best practice across the team.

Stakeholder & Client Engagement

• Build strong working relationships with clients and client representatives to ensure high levels of service delivery.
• Attend meetings with internal teams, external partners, and resident groups, including occasional out of hours attendance.
• Ensure the service consistently meets contractual commitments and client expectations.

Quantity Surveyor – Capital Projects & Repair & Maintenance We are seeking an experienced Quantity Surveyor to join a busy commercial team responsible for managing costs across Capital Projects and Repair & Maintenance works. You will play a crucial role in maintaining positive cash flow, ensuring commercial accuracy, and producing high quality financial and contractual documentation for both clients and the supply chain.

Key Responsibilities

• Manage Capital Works projects from tender award through to final account, ensuring the organisation is not commercially exposed.
• Prepare accurate quotations, support tender processes, and assist with project administration where required.
• Monitor and maintain cash flow, including resolving payment issues and chasing outstanding certificates or monies.
• Produce monthly Cost Value Reconciliations (CVRs), forecasts and financial reports within required timeframes.
• Comply with all financial controls and reporting requirements.
• Prepare and submit monthly client applications, agree valuations and finalise accounts.
• Develop rates for non standard items where required.
