Role Title: Stock Condition Surveyor
Location:Civic Centre, High Street, Uxbridge, Middlesex, UB8 1UW
Pay rate: £21.41p/h – Enquire if needs be.

Job Purpose
The Stock Condition Surveyor will be responsible for carrying out comprehensive surveys and assessments of the Council’s housing stock. The role will involve inspecting properties to assess their overall condition, identifying potential health and safety hazards, and undertaking energy assessments in accordance with relevant standards and legislation.
The successful candidate will work independently, managing their own diary of appointments and ensuring that surveys are completed accurately, efficiently and to the required timescales.
Key Responsibilities

• Carry out stock condition surveys and inspections of the Council’s housing stock.
• Undertake detailed assessments of the condition of building elements, components, fixtures and fittings.
• Identify, assess and record hazards in accordance with the Housing Health and Safety Rating System (HHSRS).
• Undertake RdSAP energy assessments and accurately record relevant property information.
• Produce accurate and comprehensive survey records and reports using the required systems and processes.
• Complete approximately 2,200 surveys per year, pro-rated according to the duration of the placement.
• Manage and maintain an individual diary of property appointments, ensuring effective planning and time management.
• Liaise with residents, tenants, occupants and other relevant stakeholders to arrange and undertake property inspections.
• Explain the purpose of inspections clearly and professionally, responding appropriately to residents’ questions and concerns.
• Maintain accurate records of all inspections, findings and recommendations.
• Identify issues requiring further investigation, repair or remedial action and report these through the appropriate channels.
• Ensure all surveys are undertaken consistently and in accordance with Council procedures, relevant legislation, regulations and industry standards.
• Work flexibly across the Council’s housing stock and travel between properties as required.
• Maintain a professional approach when accessing occupied properties and demonstrate respect for residents and their homes.
• Ensure all work is completed to a high standard, meeting agreed productivity, quality and performance targets.

Skills and Experience
Essential

• Previous experience carrying out stock condition surveys within residential housing.
• Knowledge and practical experience of HHSRS assessments.
• Experience undertaking RdSAP energy assessments.
• Good understanding of residential property construction, building components and defects.
• Ability to accurately identify and record property condition information.
• Strong organisational and time-management skills, with the ability to manage a busy personal diary and a high volume of appointments.
• Ability to work independently and effectively manage a workload with minimal supervision.
• Excellent communication and interpersonal skills.
• Good people skills, with the ability to communicate professionally and sensitively with residents and members of the public.
• High level of attention to detail and accuracy.
• Ability to use IT systems and electronic survey/reporting tools effectively.
• A professional and customer-focused approach.

Desirable

• Experience working within a local authority or social housing environment.
• Relevant surveying, construction, property or housing qualification.
• Membership of a relevant professional body.
• Experience using housing stock condition or asset management software.
• Knowledge of current housing, property condition, health and safety and energy-efficiency legislation.

Performance Expectations
The Stock Condition Surveyor will be expected to maintain a high level of productivity while ensuring the accuracy and quality of survey information. The anticipated workload is approximately 2,200 surveys per annum, subject to the duration of the placement and operational requirements.
The role requires effective diary management, punctual attendance at appointments, accurate completion of survey information and professional engagement with residents throughout the inspection process.
